Pursuant to the Freedom of Information Act, I hereby request the following records:

All records, documents, emails, and other correspondence regarding or related to the 1991 Bell 412 Helicopter as well as any additional equipment attached to the aircraft. This aircraft has holds registration N411DE. This aircraft uses the mode-s code of A4D827 in hexadecimal. I request records, documents, emails, privacy assessments, purchase orders, maintenance records, and other correspondence relating to the equipment.

Additionally, I would like any manuals, procedures, communications protocols, and any communications related to inter-agency coordination. This should include pilot logs, flight plans, and surveillance plans. Specifically, I am looking for any and all data relating to flights over and near the city of Washington, DC. The data should cover the last week, and for the months of May and June 2020 where the aircraft was documented flying over demonstrations. Any imaging or other surveillance data from onboard collection is additionally requested, as well as any policies which govern the collection, processing, use, and dissemination of this data. Any communication about this data or related data should be included, especially inter-agency communications, and metadata.

This information is part of a journalistic research project involving the Seattle Privacy Coalition.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am reaching out again regarding your open FOIA case. I have been in touch with the site office involved with fulfilling your request and they would like to know if you are at all willing to narrow the scope of this request. Considering the age of the aircraft involved with your request, the search and duplication involved will be exhaustive with the sheer amount of paperwork involved and will also exceed the $25 in fees you are willing to pay. If you are willing to narrow the scope to the second portion mentioned in your request, the site office has advised they should be able to fulfill that in a much timelier manner. They also advised the manuals involved with the aircraft are available in the public domain. Please advise on how you would like to proceed with this request. As agreed, FOIA 20-00187-KD will be amended to the May and June 2020 Flight Plans related to the 1991 Bell 412 Helicopter that holds registration N411DE. We further agreed that we would contact the site office regarding relevant operation manuals and flight equipment lists for the months of May and June 2020. Once we have confirmation, we will contact you and proceed with processing your second request.
