The CDC has ordered every state to create a vaccine distribution plan:

- Any and all correspondence between this agency and stakeholders (including private companies and their representatives and their attorneys, nonprofit groups, advisory committees, elected officials, and county-and-local health officials) including emails, presentations, recordings, photographs, and memos about vaccine distribution and prioritization plans
- Any documents about or referring to algorithms, computer programs, partnerships, or software that will be used to help determine vaccine priority and distribution
- Any presentations, pdfs, or legal analyses about vaccine priority and distribution
- Any communication with law enforcement (state, local, or national) about vaccine priority and distribution plan

Thank you for your Kansas Open Records Act [KORA] request to the Kansas Department of Health and Environment [KDHE]. KDHE has had the opportunity to review and assess the KORA request you submitted. Your request states that you are seeking the following information:

* Any and all correspondence between this agency and stakeholders (including private companies and their representatives and their attorneys, nonprofit groups, advisory committees, elected officials, and county-and-local health officials) including emails, presentations, recordings, photographs, and memos about vaccine distribution and prioritization plans

KDHE has determined that your request would create an unreasonable burden on the Agency to fill as it would take weeks of work to gather, review, and redact the records. Therefore, pursuant to K.S.A 45-218(e), KDHE is refusing to fill your request in its current form.

We kindly request that you reconsider the breadth of your request, and should you chose to do so, resubmit your open records request to KDHE with a much more limited scope. If you have questions regarding this email or of how best to limit the scope of your request, please do not hesitate to contact me.
