To Whom It May Concern:

Pursuant to the Texas Public Information Act, I hereby request the following records:

Any internal studies, action plans, or other measures or initiatives conducted by the TCEQ which relate to climate change. Please also include any communications (email, text message, or other) or memos which relate to or reference climate change.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Attention Mr. Ben Hudson

Dear Mr. Hudson,
We are working on identifying information responsive to your request related to climate change, our tracking number PIR 32442. We'd like to request clarification about a specific type of information we are finding.

One of our staff members is on several email news lists, many of which often have climate change as a topic; however, these emails are not requests of TCEQ but are simply news. That same person also has some general news articles about climate change. Are you interested in receiving those kinds of documents?

I am interested in those, yes, provided they are relatively easy for you to obtain. I am more interested, however, in any communication between members of the department or between members of the department and outside persons regarding climate change, should those communications exist.

Dear Mr. Hudson,
Before we proceed based on your message below, I wanted to let you know that the main reason the cost is high is the inclusion of news emails. Many staff members are on e-mail news lists, and it is common to have a reference to climate change somewhere in those news emails, even if it is not a significant subject in the news email. In addition, several staff members have saved news items on their computers. So a big percentage of the responsive material is news emails and documents.

Although reducing the time frame for the request will reduce your cost, dropping the news emails would make a much bigger difference, and would allow you to focus on the internally produced documents and messages that are the main thrust of your request.

I see it as a choice among these three questions:
Would you like to exclude news emails and documents rather than changing the time frame?
Would you like to exclude news emails and documents in addition to changing the time frame?
Would you like to change only the time frame?
