We consulted an in-house index to the clemency proclamations dating from 1988 through 2009. We were unable to locate an entry for Homer Lee Merriman.

If you believe that this pardon proclamation is dated between 1970 and 1988, we will need a pardon proclamation number or the exact date of the pardon in order to search for it. We have previously contacted the Texas Department of Public Safety (DPS) regarding the inclusion of the word "clemency" on an individual's criminal history report. Staff noted that information is often submitted electronically by a law enforcement or criminal justice agency. They suggested contacting the agency which submitted the entry as the best way to confirm the definition of the word "clemency" as used. DPS staff also referenced the phrase "judicial clemency discharge." Although the specific words are not used in the statutes, DPS staff noted the Texas Code of Criminal Procedure, Article 42A allows a judge to order early termination or discharge from community supervision when certain conditions are met.
