To Whom It May Concern:

The Wall Street Journal has reported the details of the town that Elon Musk is trying to build a new town/community near his Boring Co and SpaceX facilites called "Snailbrook." The project is reportedly being managed by an entity called "Gapped Bass LLC" and the project name for Snailbrook is "Project Amazing." Steve Davis, Musk's employee, has reportedly been closely involved in this project.

The story, attached here as a PDF, contains details about Musk's plans and notes that the reporters obtained many of their documents via public record request. It mentions reviewing " state business filings."

Therefore, pursuant to Texas Public Information Act, I hereby request the following records (please limit the time frame from from 1/1/2020 to the date that this request is processed):

1) Any and all responsive documents given to the Wall Street Journal and their reporters (Kirsten Grind , Rebecca Elliott, Ted Mann, Julie Bykowicz, Jim Oberman, Elisa Cho, and Micah Maidenberg) for public record requests mentioning "Snailbrook" or "Project Amazing"

2) The following documents, if they aren't already included in (1), for "Gapped Bass LLC" (I am requesting both copies of the specified filing documents for that entity and copies of the internal documents this office creates in response to such filings (e.g., acknowledgment letter, certificate of filing, packing slip — non-certified (plain) copies will be sufficient):

A) Certificates of formation, applications for registrations, name reservations; changes to registered agents/offices and assumed name certificates.

B) Dissolutions, terminations and withdrawals for corporations and limited liability companies; cancellation of certificates or registrations of limited partnership; registration of Texas LLPs and withdrawals of foreign LLPs

C) Applications for reinstatement following tax forfeiture and amendments to change the name of business and professional corporations.

D) Annual statements, limited partnership and nonprofit corporation reports.

Please release documents on a rolling basis, as they become available. Also, I would like these records in electronic format, sent via email or other digital method. Please do not sending paper copies of the records.

Thank you for your help in advance!! If there are any questions about my request, or if there’s anything I can clarify, please contact me at emailcarolinehaskins@gmail.com. I am also happy to hop on the phone.

This FOI request is being filed in pursuit of a time-sensitive news story. Therefore, I ask that my request is expedited.

I am a member of the news media as a reporter for Business Insider. The requested documents are in the public interest and not being made for commercial purposes. Therefore, I ask that all fees are waived in the processing of my request.

Thank you so much again, and I look forward to receiving your response to this request within 10 business days, as the statute requires

Best,
Caroline Haskins

I'm confused - your email said "Good morning, Ms. Haskins,

Our Office has no record of receiving your December 18 email. Please make sure that you send all Public Information Act Requests to generalcounsel@sos.texas.gov<mailto:generalcounsel@sos.texas.gov>."

So I sent it again

From: Texas Secretary of State

Good afternoon,

To clarify, we did not receive your original December 18th email. We did receive your January 1st email. I confirmed that we received your January 1st email on January 2. So there was no reason to send it a second time as I had already responded (see attached.)

I do apologize for any confusion, but I meant, for future reference, please send all Public Information Act Requests for the Texas Secretary of State to the General Counsel email and not to our Elections Division or any other Secretary of State email address.

Kind regards,

Jennifer Williams
