You gave it to me earlier – that’s all that was needed.

We’ve looked through these records, and it’s a lot of documents. When departments applied for these, many times they sent in the application with no budget or with just their department and name on the document – so that they got it in on time. With every application, our staff had to go back and forth sometimes a dozen times before the department or applicant had the document correct.

So: if we print out, scan, have a legal review to make sure private or personal information isn’t included, it’s likely to be late in the year before we get through that exercise – mainly because our staff in that area are busy with their regular grants for crime victims and then we also handled both rounds of the Violent Crime Intervention grants and have launched the Strong Families grants and it appears we’ll be giving out safety grants to institutions of higher education, according to legislation passed during the special session.

If we could narrow the request to the final application, which would include the project budget, that would be faster to work.

Let me know if this is sufficient.

Mr. Hoover –

Our Office of Criminal Justice Programs tells me there were more than 320 applications for the Violent Crime Intervention Fund, making it the largest grant program the division has managed.

We estimate the time it will take involving several staff members is 100 hours; the Office of Open Records Counsel recommends we make the first hour free, so subtracting one of the most expensive hourly rates equals a total of $4,918.77. We ask for half that amount to begin producing the records and the remainder due before the records are delivered. Let me know how you’d like to proceed.

In order to reduce the burden, could I request a list of all applicants that weren't funded?

I’m told that is less volume, but it would still need review for any exceptions. The cost would be at $561.08.

We require half the fee up front to start work to deliver the documents and the remainder is due when they are ready for you.

We review everything for any exceptions – there are quite a few exceptions to the records law. It’s just smart to make sure there’s not something in the documents that shouldn’t be released.

Thank you for that clarification. I understood you wanted the applications, so perhaps I misunderstood.

Some of the applications had information about how we would supply the grant money to them; that would be one sure thing – account numbers, etc. – that we would not want to release.

I’ll see how quickly staff can provide this.
