Pursuant to the Tennessee Public Records Act, I hereby request the following regarding Grant Solomon (DOB: 6-13-2002) who died on 7-20-2020 as the result of an auto accident in Gallatin, TN:

1) Any records in which Grant Solomon is named or referenced
2) Any communications to and/or from Gallatin Police Department personnel (including email attachments, if applicable) in which Grant Solomon is named or referenced
3) Any communications to and/or from the Office of District Attorney General L. Ray Whitley, 18th Judicial District, (including email attachments, if applicable) in which Grant Solomon is named or referenced
4) Any communications to and/or from third parties such as individuals or groups. or representatives of individuals or groups (including email attachments, if applicable) in which Grant Solomon is named or referenced

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request if the fees exceed $100. I would prefer the request filled electronically, by e-mail attachment if available or in PDF format on a USB drive if not.

If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

On May 22, 2023, this office received your public records request for documents related to Grant Solomon. Due to the broad nature of your request, we are seeking clarification. Based on the information provided, it appears you are seeking records related to an investigation involving Grant Solomon. Please be informed TBI investigative records are considered confidential pursuant to Tenn. Code Ann. 10-7-504(a)(2)(A). As such, in the event TBI maintains investigative records, we would be unable to provide such documents. However, upon review, it is believed you have contacted the TBI in error and that your request may be more appropriately directed to the applicable local law enforcement agency.

Accordingly, we would ask that you provide clarification regarding the types of documents and communications being sought. We also request that you specify a timeframe applicable to your inquiry. Once clarification is received, your request will be reviewed and response provided, as appropriate.

Hello,

The timeframe would be anytime from 7-20-2020 to until the date the request is filled. I'm not seeking investigative records, but I am seeking internal or external communications in which Grant Solomon is named or referenced (for instance, if Grant's mother emailed the TBI and requested that they investigate Grant's death; or if a local police agency wrote the TBI and said the TBI's help wouldn't be necessary). I hope this clarifies the request.

As indicated in our previous response, on June 5, 2023, this office received clarification for your public records request. While your request remains overly broad, based on the examples provided, please be advised we are unable to locate responsive records. It should be noted, pursuant to Tenn. Code Ann. ยง 38-6-102, the TBI may only open an investigation upon the request of the District Attorney General for the judicial district in which the offense occurred. To date, the TBI has not received such request.
