Pursuant to the Tennessee Public Records Act, I hereby request the following records:

(I am seeking full-calendar-year values of compensation earned the following UMES employees, regardless of the role(s) they held for the given calendar year. Take this hypothetical as an example: Ms. Baskin-Glover earned $100,000 in base compensation from January 2018 to June 2018, compensation associated with her CEO and faculty roles. Then, from July 2018 to December 2018, Ms. Baskin-Glover earned $100,000 in base compensation associated with her role as a professor. The value I would be seeking for 2018 would be $200,000.)


The Chronicle wishes to request copies of the following records (however, we will accept information or values when if it reduces the work for your institution’s staff):

1. Records indicating the value of actual base compensation, reportable in a given calendar year, to Glenda Baskin Glover and/or Melvin Johnson. The given calendar year is 2018.

2. Records indicating the value of actual bonus compensation, reportable in a given calendar year, to Glenda Baskin Glover and/or Melvin Johnson. The given calendar year is 2018.

3. Records indicating the value of actual severance compensation (or similar compensation), reportable in a given calendar year, to Glenda Baskin Glover and/or Melvin Johnson. The given calendar year is 2018.

6. Records indicating the value of any actual compensation disbursed in a given calendar year to Glenda Baskin Glover and/or Melvin Johnson from your institution (or affiliated entities) as the result of a contract/vendor business transaction (i.e. nonpayroll). The given calendar year is 2018.

7. Records indicating the value of any nonreportable actual deferred compensation (set aside in an account), recorded in a given calendar year, to Glenda Baskin Glover. The given calendar year is 2018.

8. Records indicating the value of any nonreportable other actual retirement compensation, recorded in a given calendar year, to Glenda Baskin Glover. The given calendar year is 2018.

10. Records indicating if Glenda Baskin Glover received any of the following perks in calendar year 2018:

If a portion of the requested materials are not immediately available, to the extent possible, please release immediately those records that are available.
* If possible, I request that these records be provided in an electronic format via email or digital download (via Dropbox, for example). If that is not possible, please provide them to me via mail with a CD-ROM. Please send all requested items via email to dan.bauman@chronicle.com.
* If there will be a cost for processing this request greater than $10, please contact me in advance. I would like an itemized list of the request costs, including the number of hours expected to produce the file and the hourly rate of the employee who would be doing the work.

To Whom it may concern: As I have indicated in the past, the Tennessee Open Records Act (ORA) authorizes Tennessee citizens to request and receive copies of records deemed public under Tennessee law. I am concerned regarding efforts to circumvent the ORA by utilizing Tennessee citizens with no interest in the records as “stand-ins” for requests by non-Tennessee citizens. Nonetheless, at this point, as I have also indicated in the past, I am prepared to work directly with a Tennessee citizen in providing requested records (at that point, the Tennessee citizen is free to distribute the records as he or she chooses). This means that Mr. Hoover needs to communicate with me directly on the submission of his Tennessee ID and the request for records.
