Pursuant to the California Public Records Act, I hereby request the following records:

1. The total number of sheriff's deputy use of force incidents, broken down by type of force used, between 2013-2018 (separated by year).
2. The total number of people that deputies used force against, between 2013-2018 (separated by year).
3. The total number of use of force complaints reported between 2013-2018 (separated by year).
4. The total number of use of force complaints sustained between 2013-2018 (separated by year).
5. The policy manual of the sheriff's department.
6. The current union contract between the city and any sheriff's deputy/police officer unions.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you to those that have responded. In those responses we have been asked to provide these records on a rolling basis. We will seek to do just that. It was also requested that we individualize the request. We have determined that all of these requests are seeking essentially the same information. There is no confidentiality requirement when responding to public records requests and as such we will be responding to these requests together. We may add additional requestors that seek similar documents as we bring these backlogged requests up to date. I have finished the preliminary review of the first case file. Having recognized working with a portion of this file, photos, that I believe were redacted and released previously. Unless there are objections, I will look for those previously redacted and released files and send them once verified. Otherwise, based on the size and content of this file, I expect that this file will be ready for release on or about April 19.

We are about a quarter of the way through the review process on the first file. I expect that sometime this next week we will be able to get back to you with a cost estimate on release of this file. We seem to be roughly on schedule for the release that was given below. Release of the redacted records will be contingent on payment of any associated fees.

To all:

Unfortunately last week our office had some unexpected and urgent litigation matters that we will be sorting through at least until Tuesday afternoon. I have a conference that I am scheduled to attend during the latter half of next week. That being said, although we are close to about 75% done with the review of the first file, this delay and the time-off for other individuals involved in the process makes it so that I feel that I cannot promise access to these files until May 17. The good news is that are planning to identify a process to provide these files through a filesharing method that will allow the County to waive any associated fees that would accompany a typical public records request.

Thank you for your patience while we are finalizing the review of the records and developing a method that we expect to be the new standard of transparency for these type of records from the County of Tehama.
