1) Any record reflecting any request for "guidance from the FLDOE" referenced in President Williams' January 11, 2023 memo to Chancellor Hebda, and any record reflecting any "guidance" received.

2) Any agenda for, minutes of, audio or video recordings (including Zoom recordings) of, or notes taken at any of the following meetings:
(a) a meeting on December 14, 2022 of the Council of Presidents
(b) a meeting on January 4, 2023 with Chancellor Hebda on the one hand and any member of the Council of Presidents (including President Williams) on the other;
(c) a meeting on January 5, 2023 between President Williams and Florida College System presidents, as referenced in President Williams' January 6, 2023 email with the subject line "Executive Order Framework";
(d) a meeting on January 17, 2023 at or about 6:30 p.m. with Chancellor Hebda on the one hand and any member of the Council of Presidents (including President Williams) on the other;
(e) the COP Professional Development meeting held on or about January 18, 2023;
(f) a coordination call held on February 2, 2023 by the Moore Agency. This meeting may have been attended by persons employed within the college's media/public relations staff.

3) Any copy of remarks presented (or talking points, notes, or similar preparatory materials) by President Williams at the February 1, 2023 faculty assembly.

4) Any emails (including attachments) sent to or from Williams.Tonjua@spcollege.edu which contain any of the "SEARCH TERMS" identified below. This request is limited to records generated on or after January 1, 2022.

This includes drafts circulated under any title, including (but not limited to) "FCS Presidents Statement", "Florida College System Presidents Statement on Diversity, Equity, Inclusion and Critical Race Theory", and "COP Statement on HB 7".

7) Any records reflecting or relating to the review on or about January 2, 2023 by Chancellor Hebda of the FCS Presidents Statement.

8) Any emails to or from President Williams concerning the "Executive Order Framework" as referenced in her January 6, 2023 email.

9) Any records reflecting the submission of a statement on HB 7 on or about December 14, 2022, as referenced in President Williams' December 14, 2022 email with the subject line "COP Statement on HB 7".

10) Any records reflecting any response to the December 14, 2022 submission from any state official or appointee.

11) Any text messages sent to or from President Williams and any member of the Council of Presidents on or after November 1, 2022.

12) Any emails (including attachments), text messages, or other communications between President Williams on the one hand and either Chancellor Henry Mack or Chancellor Kathryn Hebda on the other hand on or after November 1, 2022.

13) Emails (including attachments) sent to or from Matthew Liao-Troth or Jamelle Connor on or after December 1, 2022 containing any of the "SEARCH TERMS" identified below.

14) Any emails sent to or from President Williams or any person employed within the college's media/public relations staff, on the one hand, and the Moore Agency (including Kendra or Karen Moore: kendrap@themooreagency.com, KarenM@themooreagency.com), on or after January 1, 2023.

"SEARCH TERMS" means any of the following comma-delineated terms: HB7, HB 7, House Bill 7, Stop WOKE, Stop W.O.K.E., CRT, critical race theory, governor memorandum, executive order, 23-021, #23-021

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Request Nos. 5, 11, 12, and 14 identify specific senders and recipients, the means of communication, and a limited range of dates of those communications. The requests are sufficient to objectively identify the requested records and are substantially narrower than request upheld in O'Boyle v. Town of Gulf Stream, 257 So. 3d 1036, 1042 (Fla. Dist. Ct. App. 2018). There, a requester sought "copies of text messages sent or received by the Town's Mayor since the time of his appointment." Id. at 1039. The court held that this was sufficient to establish a cause of action because it was, inter alia, "a specific request was made for all texts over a certain period of time." Id. at 1042. See also, e.g., State v. City of Clearwater, 863 So. 2d 149, 150 (Fla. 2003) (request for "all e-mails either sent from or received by two city employees over the City's computer network" over the course of one year).

In addition, some of the information requested maintained in a format that is not readily available for production. Compiling this information requires a substantial amount of IT resources and labor costs to produce. In accordance with 119.07, Fla. Stat., the estimate to review, redact, prepare, and produce the records is as follows:

* $64/hour x 16 hours = $1,024
* $157.50/hour x 15 hours = $2,362.50
* Total: $4,725
