Dear Mr. Neiss
Attached is a list of County owned signalized intersections that employs a pan/tilt/zoom (PTZ) camera for traffic surveillance.
Intersections that employ a camera system used for vehicle detection are not incorporated into this list. We do not maintain a list of intersections that employ camera systems used for vehicle detection because, 1) many times the camera system is temporary until new vehicle detection loops can be installed, 2) a camera system may be needed due to a temporary lane configuration where the existing detection loops are not properly detecting vehicles, and 3) camera systems used for vehicle detection are generally very low quality and are not ideal for real time traffic surveillance. If necessary, we can provide a list of intersections that employ camera systems used for vehicle detection, but not within the timeframe outlined in your June 5, 2017 communication.
We do not retain the video feeds for the PTZ cameras owned and maintained by the County. These PTZ cameras are used to observe real time traffic conditions.

Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:
1) A list of all traffic or surveillance cameras in use by the St. Louis County Department of Transportation and their locations. In the event that such a list does not exist, please share any records documenting the scope of the department's camera deployment.
2) Any written and/or digital policies or rules governing the use of surveillance or traffic cameras maintained by St. Louis County Transportation Department, including any retention rules or policies for video captured by the cameras.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
