Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

Any records of arrests made during the years 2017, 2018, and 2019; of crimes being charged as human trafficking, including but not limited to, crimes of (1) involuntary servitude and (2) commercial sex trafficking. Additionally, please provide any demographic information related to the arrest that your agency may possess, including the age, gender, race, (and any other relevant fields) of the victims and the perpetrators. Additionally, please provide any available data on the time and locations of each arrest made.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

I anticipate providing you an estimate of fees by no later than the end of business on Wednesday, July 17, 2019. In the event it will take longer than that to provide you an estimate, I will notify you as soon as possible.

Good afternoon Mr. Anderson:

In order to process your request, it will take a crime analyst approximately 2 hours at the rate of $23.36 per hour ($46.72) to compile the data you have listed. Additionally, once the data has been compiled, a record clerk will need to review each case to determine the status of the investigations (active or inactive) and to determine whether or not the related arrest record is an open record in accordance with Sections 610.100.2 (2) and 610.100.2 (3), R.S.Mo., respectively. The amount of time needed for this is an estimated 6 hours at the rate of $16.63 per hour ($99.78). This includes time for any potential redactions of data pursuant to Section 610, R.S.Mo.

The estimated total to process your request is $146.50. We can begin to process your request once payment is received, and based on the present workload, it should be completed approximately within two weeks after payment is received.

Please note this is an estimate. If the actual amount is more, you will be required to pay the difference prior to receiving the documents. If the actual amount is less, you will be refunded the difference. In addition, the response time is only an estimate given the existing work load, and is also subject to change. Additionally, the fee provided is based on the salary that results in the lowest amount of charges.

We accept cash, credit cards (in person only) and checks or money orders (payable to St. Louis County). It can be sent to the address below my signature. Please send it to my attention along with a copy of this email.
