Pursuant to the Missouri Sunshine Law., I hereby request the following records for the fiscal years of 2020, 2021, 2022 and current fiscal year 2023:

• Any and all records of procurement, budgeting and expenditure reporting documents for the St Louis Metropolitan Police Department’s Real-Time Crime Center (RTCC);

• Any and all records that identify the names and types of software, databases and all systems and technology used by the St Louis Metropolitan Police Department for the monitoring, deterrence and evaluation of criminal activity through their use of the Real Time Crime Center (RTCC);

• Any and all records that show the locations of the cameras and automated-license plate recognition systems (ALPRs) that feed into the RTCC (e.g. GPS location, Latitude/Longitude, location of intersection, etc.);

• Any and all contracts, agreements, and procurement records for use of automated license plate recognition systems (APLRs) for the RTCC;

• Any and all contracts, agreements, and procurement records related to the use of ShotSpotter technology with the RTCC;

• Any and all contracts, agreements, training materials and procurement records related to the use of software, databases, systems, technology and data analysis for the RTCC;

• Any and all contracts, agreements, and procurement records for data storage for the RTCC;

• Any and all contracts, agreements, and procurement records for television and computer monitors for the RTCC;

• Any and all records of policies, practices, and standard operating procedures associated with the RTCC;

• Any and all records of audits or evaluations of the Real-time Crime Center for the given timeframes noted in this request;

• Any and all records reflecting the number of staff and salaries of employees at the RTCC;

• Any and all records reflecting the organizational structure and command structure of the Real-time Crime Center;

• All records of contracts, agreements, MOUs with external law enforcement agencies, including but not limited to the FBI, CIA, DEA, USMS, ATF, DHS, Missouri Highway Patrol, etc.;

• Any and all records mentioning or referring to all versions of the RTCC’s privacy policies and guidelines pertaining to the collection, use, retention and disposition of recorded content from the RTCC cameras and APLR information for the timeframes noted in this request. Please include guidelines on how citizens are to access all content which is open to the public from the RTCC through the use of the Missouri Sunshine Law Request process.

I request that in conducting searches for releasable records, that you please disclose records even if they are currently available publicly through (your agency portal) other sources outside of your agency, such as the Missouri Accountability Portal or the National Archives and Records Administration

As the records sought detail the operations and activities of our government, I also request that fees be waived as I believe this request is in the public’s interest. I am seeking the records to analyze, inform and freely release to members of the public as part of the public information service at MuckRock.com. The requested records are not for commercial use.

I am willing to pay all reasonable duplication expenses incurred in the processing this Sunshine Law request. However, as I am a member of the public and requesting documents specifically for the purpose of increasing the public’s knowledge of governmental functioning, I will administratively appeal any denial of my request for a fee waiver.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request be filled electronically, by e-mail attachment if available or USB thumb drive if not.

Hello. I'm checking back about the request sent to you on 10/24/23. I received a message from you on 12/11/23 that stated fulfilling my request would take longer than anticipated due to “complexity and volume of the information being requested.” You gave an estimated completion date of January 5, 2024. It is not February 20, 2024. All the information I requested should be readily available given some of the record keeping requirements for program evaluation, periodic performance reporting and required audits, etc., for programs that receive federal funding. I am also aware that all of the documents I’ve requested are open to the public as they pertain to programs and equipment purchased by Missouri taxpayers.

Can you please give me an update on when you expect to be able to provide me with the records I’ve requested? There should be more than enough documents to have begun fulfilling my request by now. Or can you please explain to me why your agency has continued to delay and withhold the requested documents since October last year?

I look forward to receiving the requested documents or some explanation as to why you're continuing to withhold them from the public who paid for them.

As I said in my response on 2/20/24, most, if not all of the records should be available as required for record keeping, reporting, audits, etc. Can you please tell me why I have not received any documents at all? Also which departments would I need to contact specifically to get more information about locating and processing documents? Who would be the appropriate staff to speak with in those departments?
