To Whom It May Concern:

Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

As a member of the news media working for MuckRock News I request that a fee waiver for my request be granted. My work has been published by national outlets. My work for Motherboard can be viewed at the following link: http://motherboard.vice.com/author/cwaltman

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Curtis Waltman

Curtis,

Per our Legal Division-

A search of electronic communications (“emails”) as requested is estimated to take the St. Louis Metropolitan Police Department (SLMPD) Information Technology (IT) Division 1.5 hours of staff time at a rate of $33.00 per hour ($49.50 total). Once any responsive records have been identified, they will need to be reviewed by an attorney in the Legal Division to determine if the records, or any portion thereof, are closed under the Missouri Sunshine Law. Additionally, the email records will cost $0.10 per page.

A search of the list of courses covered by the request and records check for SLMPD officers and other personnel attendees to these programs is estimated to take Police Academy staff time of 2 hours at $27.18 per hour ($54.36)

If you are interested in having the above-described searches performed, please submit payment by check or money order in the amount of $103.86, payable to the “City of St. Louis”. Please send payment to the following:
