From: Russel Neiss
To Whom It May Concern:
Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:
Copies of all contracts, requests for proposals (RFPs), or proposals between the St. Louis Metropolitan Police Department and Will Electronics from January 1, 2010 up to the receipt of this request.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.
Sincerely,
Russel Neiss

Russel,
Per our Legal Division:
Please let Mr. Neiss know the following:
We have completed our review of your request. To the extent that it calls for open records, we now have responsive documents available. As is our standard statutorily allowed practice, the City requires prepayment before providing you these records. Upon receipt of a check in the amount of $6.50 made payable to “City of St. Louis,” the records will be made available to you.
If we do not receive payment within 30 days or otherwise hear from you, we will consider this matter closed.
Thank you.
Barbara
