Pursuant to the Washington Public Records Act, I hereby request the following records:

1. the total number of use of force incidents in 2022.

2. the total number of use of force incidents, separated by type of force, in 2022 (for example, information that specifies the number of taser incidents in 2022, baton incidents in 2022, etc.)

3. the total number of civilian complaints against law enforcement that were reported and the total number sustained for 2022.

4. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained for 2022.

5. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained for 2022.

6. the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained for 2022.

7. the total number of officer-involved shootings in 2022, both fatal and non-fatal.

8. the total number of people who police used force against, broken down by race/ethnicity, in 2022.

When available, I would appreciate being sent individualized data in this request in spreadsheet format. If individualized data are unavailable, please send information that includes aggregate statistics for the item instead.

Note that my requests for civilian complaints are specifically for civilian complaints, please do not include complaints filed by one officer/the department against another officer.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This letter will serve as acknowledgement we are in receipt of the above identified request for records. Be advised additional time will be needed:
to locate and assemble the information requested;
to notify any third persons or agencies affected by the request; and
to determine whether any of the information requested is exempt and a denial should be made as to all or part of the request
Due to current staffing and volume of requests received by Spokane Police Division, we estimate forwarding you the first installment of responsive records, or a response as to why these records are exempt from inspection per state statutes, in approximately 40 days or September 19, 2023.

Good afternoon:
This is a follow up to the August 10 correspondence sent you by staff from the Spokane Police Department regarding your public records request assigned tracking number P008573-081023.
Due to other workload and staff schedules, additional time is needed for your request.  We anticipate an installment may be available in approximately 35 days, or on or about October 24, 2023, and we will follow up with you accordingly.  If responsive records become available in advance of that date, we will let you know.  Likewise, if additional time is needed, we will advise as such.

Good afternoon:
This is a follow up to my previous correspondence to you regarding your public records request assigned tracking number P008573-081023, and is to also acknowledge receipt of your December 18 correspondence.
This is to also advise that an installment of records is now available by accessing your account via the My Request Center on the GovQA portal.  The installment is comprised of two Excel spreadsheet reports, generated by staff from the Spokane Police Department.
Do these documents satisfy the intent of your request?  If they do not and you are seeking additional records from the City, please clarify your request by clearly describing what the remaining identifiable public records are, if any, that you may still be attempting to seek, and we will be glad to look into your request further.
Please provide any such clarification within 30 days of today's date, or by January 25, 2024.  If no clarification is received from you by that date, your request will be considered concluded and closed, and a new request will be required in this matter after January 25. 2024.
