Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Any and all requests for proposals, proposals, requirements, purchase orders, or purchasing contracts relating to technical solutions to enable or support 1. in-car video, 2. in-cell video, 3. officer-worn video

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Rachner,

This letter is in response to your public disclosure request dated May 15, 2013 and received by Seattle Police Department’s Public Disclosure Unit on May 15, 2013 for records related to technical solutions. We still need additional time to respond to your request and apologize for the delay. We anticipate a response to you on or about June 24, 2013.

This additional time is used to research this request, collect responsive records, and/or prepare records for dissemination. Please note: Seattle Police Department currently receives approximately 4,000 public disclosure requests annually. The current volume of Public Disclosure Requests combined with SPD staffing and City-wide budget cuts requires this additional time.

The Department has interpreted your request to be for records that the Seattle Police Department has in its possession for requests for proposals (RFPs), proposals, requirements (which are located in the RFPs), purchase orders or purchasing contracts relating to technical solutions to enable support for in-car video, holding cell video and officer worn video. If any of this is incorrect, please clarify your request.

Please note that the official record for any City of Seattle Requests for Proposals (RFPs) and proposals received are kept by the City Purchasing Office, which is part of the Finance and Administrative Services Department. Their website is http://www.seattle.gov/purchasing/ .

A first installment of records is ready to be picked up at the Public Request Unit front counter, 1st floor of Seattle Police Department Headquarters, 610 5th Ave. Their hours are Monday through Friday, 8:00 AM to 5:00 PM.

The fee for this installment is $1.00 for 1 CD @ $1.00/CD.

The Department has your second installment of records ready for pick up at the Public Request Unit front counter, 1st floor of Seattle Police Department Headquarters, 610 5th Ave. Their hours are Monday through Friday, 8:00 AM to 5:00 PM.

This second installment includes:

1. Vendor utilization report for vendor Coban

2. Purchase log for Coban

3. A copy of Entrance Controls contract that was used to purchase the cameras for the holding cells.

The first two items are lists that were downloaded. If you need copies of the actual paperwork that supports each purchase, please let us know. If you want copies of any paperwork associated with the items on the list, please note that it may take the Department considerable time to complete the request. We will leave your request open for 30 days or until September 9, 2013. If the Department does not hear from you by then, the Department will officially close your request.

The fee for this installment is $1.00 for 1 CD @ $1.00/CD.
