Any and all documents and correspondence within and outside the department/agency, and including other agencies from or to: "seattle.gov" email addresses which contain the following words or phrases:

Please limit your search to documents between 01/01/2013 - and the date of this request (03-17-2016).

A search for records responsive to this request should include, but not be limited to:emails, training presentations, PowerPoint slides, Microsoft Word documents,talking points, main file records, cross-reference records, ELSUR ("Electronic Surveillance") records.

I respectfully urge the agency to “black out” rather than “white out” or “cut out” material that must be redacted.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello Mr. Rodriguez,

This concerns your public disclosure request dated March 17, 2016, requesting documents/correspondence regarding Black Lives Matter related to Outside Agitators 206.

In an effort to reduce the SPD Public Disclosure Unit’s backlog that has resulted from an unprecedented increase in the volume and complexity of PRA requests SPD has received in the past year, we have distributed requests among SPD staff who do not normally respond to requests. Thus, I will be responding to #P2016-1244.

While the due date currently assigned to the request was today, I will not be able to provide you the response until June 9, 2016. I apologize for any inconvenience that this may cause you. Due to the inconvenience, SPD will be waiving fees in connection with this request.

This is to update you regarding SPD’s response to your multiple public records requests. You currently have 25 open requests for records, reference numbers: P002757-052516, P002756-052516, P002755-052516, P002754-052516, P002293-042816, P002264-042716, P002260-042616, P002145-042016, P002130-042016, P002122-041916, P002095-041816, P002088-041816, P002087-041816, P002075-041816, P002067-041716, P002066-041716, P002063-041716, P002062-041716, P001938-041016, P001936-040916, P001905-040716, P001835-040516, P001811-040416, P2016-1244, & 2016-1245.

RCW 42.56.100 states that agencies shall adopt and enforce reasonable rules and regulations to provide full public access to public records, to protect public records from damage or disorganization, and to prevent excessive interference with other essential functions of the agency, the office of the secretary of the senate, or the office of the chief clerk of the house of representatives. Such rules and regulations shall provide for the fullest assistance to inquirers and the most timely possible action on requests for information. In order to provide fullest assistance to all requesters, to prevent damage to or disorganization of City records or excessive interference with other essential City functions, or to assure that the appropriate amount of City time and resources will be fairly allocated among all requests and requesters, City rules give a Public Disclosure Officer (PDO) the discretion to group multiple requests received from the same requester or similar requests from multiple requesters and to process the requests together as a group. In addition City rules allow a public disclosure officer to allocate specific amounts of time and resources to responding to a request, whether individual or grouped, and/or to a particular requester. This may include, but is not limited to allocating a specific number of hours per week or month to be spent by PDO staff and/or employees for whom responding to records requests is not among their primary assigned duties.

We previously informed you that SPD would group sixteen requests and would respond to those requests as a single request. Since then, you have submitted seven additional requests. SPD will group those seven requests with the other sixteen and handle the 23 requests as a single request. If you submit additional requests, we will group them with any remaining open requests and handle them as a single request as well.

As we also previously informed you, SPD will allocate four hours per week to processing your grouped request. We will start by processing the records requested in P002754-052516, P002145-042016, P002122-041916, P002067-041716, P002260-042616, P002095-041816, and P001936-040916. At this time, we estimate that we will provide the first installment of responsive records on or about July 12, 2016. At this time, we don’t know how long it will take to complete these seven requests, as we are still working on identifying responsive records. But once the Department completes its response to these seven requests, we will provide you an updated plan for how we will respond to the remaining open requests along with an updated estimated response time.

Please note: if an installment is not picked up within 30 days, the Department will consider all of the requests in the group abandoned and will close the request. In addition, the Department may revise its estimate upon further review or changed circumstances.
