-Contractual documents. Examples of this are invoices, purchases orders, contracts, loan agreements, procurement documents etc.
-Records of communication with the domains CellebriteUSA.com, investigation.com, or mdsec.net from either the chief of police or head of procurement.
-guidelines and/or internal policy on the use of mobile phone forensics tools and software
-Any utilization logs for these tools

Hello Mr. Waltman,

I wanted to provide you with an update on your request.

At this time we will require an extension to complete your request. Government Code 6253(c) of the California Public Records Act allows up to 10 days to respond to requests for public records. It also permits the extension of that deadline by an additional 14 days in the case of unusual circumstances including “the need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records that are demanded in a single request.” Your request fits this circumstance and thus the City will require the entire 24 days allowed in order to respond. The anticipated response date is no later than April 20, 2017.

Additionally, would you clarify item 4 below. Are you requesting utilization logs for each time this equipment was used or are you requesting logs related to invoices, purchases orders, contracts, loan agreements, and procurement documents? There is a space between the text below and it is not clear what the request is for.

I wanted contractual documents like purchase orders and delivery orders etc., but not logs relating to those records, I meant for the utilization log to be for every time the device was used, yes. Please note that personal identifying information (i.e. cellular phone numbers) has been redacted. Personal identification information is protected from public disclosure under the right to privacy in Article I, Section 1 of the California Constitution and therefore is exempt from public disclosure under Government Code 6254(k).

Secondly, the records also contain financial information (i.e. credit card numbers) that has been redacted under California Government Code 6255 as disclosure could result in fraud or misuse of account numbers for illegal purposes.

Lastly, the records also contain investigative techniques, which have been redacted under California Government Code 6254(f) and California Government Code 6255 as the public interest in nondisclosure clearly outweighs the public interest in disclosure.
