Pursuant to the California Public Records Act, I hereby request the following records:

Documents created from February 15, 2020 to the date this request is processed related to novel coronavirus (Covid, Coronavirus, COVID-19, SARS-CoV-2) and the housing, quarantine, or isolation of homeless or vulnerable persons on public or private property, including at shelters, convention centers, stadiums, hotels, apartments, tents, trailers (RVs, recreational vehicles, campers), parks, piers, ships, other structures or locations.

Please search specifically for:

1) Communications (including electronic communications) between agency head, officials, employees, agents, or volunteers, sent intra-department or to other government agencies, private corporations, organizations, or individuals.

2) Acquisition and Contract documents, including requests for proposals (RFPs), proposals/quotes submitted by vendors, contracts, leases, budget requests, project/equipment budgets, cost allocations or reimbursements, insurance contracts, memorandums of understanding (MOUs), memorandums of agreement (MOAs) or any other agreements with other government agencies, private corporations, organizations or individuals.

3) Meetings. Records generated from meetings on this matter including notes, minutes, or attendance records.

4) Policies documents, including guidelines, protocols, directives, opinions, charts, diagrams, training manuals and/or instructions.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Please see the attached records responsive to your request below. Please note that personal contact information has been redacted to avoid an unwarranted breach of personal privacy. See Cal. Govt. Code Secs. 6254(c), California Constitution, Art. I, Sec. 1. Furthermore, certain records regarding hotel procurement have been withheld because they contain information concerning ongoing negotiations, the disclosure of which would place the city at a competitive disadvantage, and because the balance of interests disfavors production regarding such sensitive contracting information. See SF Admin Code 67.23(a)(2), (e); 6255(a).

We will provide additional documents on a rolling basis and we hereby invoke an extension of time to continue our response for up to 14 additional days due to the need to consult with another city department. See Government Code § 6253(c) and San Francisco Admin. Code § 67.25(b).

Please note that we are responding on behalf of the Mayor’s Office only and not on behalf of other city departments. If you have any questions or would like to make another request, please let me know.
