Good evening,

** Note that all of your responses (including disclosed records) may be automatically and instantly available to the public on the MuckRock.com service used to issue this request (though I am not a MuckRock representative). Redact your responses correctly - once you send them to us there is no going back. **

In preparation for publishing my story on the audit of San Francisco public records compliance, I will be analyzing the change over time in your advice to city clients re: record disclosure.

This is a new Immediate Disclosure Request under the San Francisco Sunshine Ordinance and the CPRA, made on October 6, 2019. This is also a 67.21(c) request for the statement of quantity, nature, and form (even if exempt!) for each of the items below within 7 days without extension.

All records must be provided in rolling fashion.

Please provide:

1. IMMEDIATE DISCLOSURE: an electronic copy of every version of the Good Government Guide published since Jan 1, 2010. In order to ensure immediacy of disclosure, in this and only this request, native formats and metadata are NOT specifically required (though you are welcome to provide them if it can be provided immediately). However, do NOT physically print and scan the record - that just makes my life harder for no reason and will be appealed, and it is quite obvious the Task Force will likely again reject that.

2. REGULAR DISCLOSURE: an electronic copy of every version of the Good Government Guide published since Jan 1, 1990. In order to ensure rapid disclosure, in this and only this request, native formats and metadata are NOT specifically required (though you are welcome to provide them if it can be provided immediately). However, do NOT physically print and scan the record - that just makes my life harder for no reason and will be appealed, and it is quite obvious the Task Force will likely again reject that.

Please provide only those copies of records available without any fees. If you determine certain records would require fees, please instead provide the required notice of which of those records are available and non-exempt for inspection in-person if we so choose.

I look forward to your immediate disclosure.

Sincerely,

Anonymous

Dear Requester,

I am writing in response to your immediate disclosure request received on 10/07/19. Please note that we are invoking an extension of time under Government Code section 6253(c) due to the need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records. We will endeavor to process your request as quickly as possible and anticipate responding no later than the close of business 10/22/19.

Please send replies to cityattorney@sfcityatty.org<mailto:cityattorney@sfcityatty.org>

Dear requester,

I am writing in response to your records request below, received 10/07/19. After diligent search, we located electronic copies of the Good Government Guide versions 2007 to present. Those electronic copies are available for download through the FTP link below. Please note the link will expire in seven days.

As to the remaining versions, 1990-2006, we unfortunately were only able to locate bound, hard copies, consisting of approximately 1,976 pages. (The hard copies are so voluminous, in part, because some of the prior versions had copies of existing laws appended at the end.) The estimated copy costs at 10 cents per page would amount to $197.60. Please let us know if you would like copies, and if so, we would need you to pay us in advance. Alternatively, you may schedule an appointment to send someone to our office to inspect the documents in person, free of charge.

Thanks. Please either email the 2007+ records to me or provide them without requiring a login/FTP access (for example putting them publicly on your website). If the versions are already on your website, URLs would also be fine (I could not find them).

You can withdraw the portion of the request that is only in physical form.
