Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:
Any and all materials regarding cannabis eradication efforts at all grow sites (indoor and outdoor) within the jurisdiction of this agency. Please include all budget materials, reports, summary reports, descriptions, associated exhibits, photographs, and other relevant materials, including those regarding the Drug Enforcement Agency's Cannabis Eradication/Suppression Program and this agency. Please include all contracts, intergovernmental services agreements, memorandums of understanding, memorandums of cooperation, or equivalent materials. Please provide all available segregable data, including but not limited to, the date of the seizure, the location of the seizure, the nature of the event, the quantity of the seizure, associated arrests and charges, etc. Please provide materials from the period of January 1, 2010 through the date this request is processed. Please do not redact or withhold non-responsive materials contained within responsive materials.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The San Diego County Sheriff's Department is in receipt of your email below to the County of San Diego, dated May 25, 2016, seeking records pursuant to the California Public Records Act (CPRA). On June 6, 2016, the County of San Diego responded on behalf of the Sheriff's Department, extending the deadline for response by 14 days. The San Diego County Sheriff's Department now responds as follows.
Your request for "Any and all materials regarding cannabis eradication efforts at all grow sites (indoor and outdoor) within the jurisdiction of this agency" as well as "reports", "summary reports", "exhibits" and "photographs", is an extremely broad request that if construed literally, would encompass law enforcement reports prepared in responses to operations, as well as criminal intelligence. Such records would be exempt pursuant to Government Code section 6254(f); Haynie v. Superior Court (2001) 26 Cal.4th 1061. To the extent that your request seeks such records, you request must be denied.
Additionally, part of your request appears to seek aggregated information from such reports. ("Please provide all available segregable data, including but not limited to, the date of the seizure, the location of the seizure, the nature of the event, the quantity of the seizure, associated arrests and charges, etc.") The Sheriff's Department does not have in its possession a report that contains the aggregate information sought.
However, the Sheriff's Department has some annual data going back to 2011 regarding the number of marijuana plants seized, the number of grow sites they were seized from, the pounds processed, the number of firearms seized, arrests made, and total assets (including non-marijuana assets) from such operations. Some of these data distinguishes between indoor and outdoor plants, and well as private and public lands. I have attached a copy of the data sheet.
I have also provided herein the amount that the Sheriff's Department has received each year since 2010 through the Domestic Cannabis Elimination and Suppression Program Grant.

We are in the process of redacting (CPRA-exempt) bank account information from many of the records. You should receive the aforementioned data disc in the mail within two weeks. It will be sent, unless you indicate otherwise, to the Highland Avenue address contained in your request.
