Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:
A listing of every officer and/or employee of the agency, including name, office address, title and salary.
Per NEW YORK PUBLIC OFFICERS LAW, ARTICLE 6, Section 87(3)(b):
"Each agency shall maintain:
[....]
(b) a record setting forth the name, public office address, title and salary of every officer or employee of the agency."
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Lesser:
The District is in receipt of your Freedom of Information Law request, sent via email on December 12, 2014. You requested "[a] listing of every officer and/or employee of the agency, including name, office address, title and salary." The District does not maintain a list "of every officer and/or employee of the agency, including name, office address, title and salary."
Please be advised that the District utilizes a software program which maintains information regarding its employees, such as names, salaries, work locations, among other things. The District is able to utilize the software to create a list of its employees, their work location, their prorated salary as of the date the report was generated (December 22, 2014), and the employee's title. You will note that some individuals have their salary listed as zero, which indicates that they are paid after submitting a timesheet for the services performed. For those employees, the software does not provide information as to the individual's prorated salary as of the date the report was generated, because the employee is not salaried. The software is not able to automatically generate the office address for each employee, but rather, just the work location.
Additionally, the District is able to provide you with a listing of its Board Members, their names, and addresses. Board members do not receive compensation.
The attached documents represent the District's best efforts to provide you with a list with the information you requested on December 12, 2014.
