In conformance with the Public Records Act and with Chapter 2.40 of the Richmond Municipal Code ("RMC"), this communication responds to your request for public records, which was received by this office on 10/7/21 You specifically request the following:

1. Purchase records, invoices, procurement documents and other documents sufficient to show any and all disbursement of public funds for the acquisition by your agency since July 1, 2015 of any of the following:
* Firearms of .50 caliber or greater
* Patrol rifles (as commonly denominated for law enforcement use) or assault rifles (as defined in Sections 30510 and 30515 of the California Penal Code)
* Wheeled vehicles that are built or modified to provide ballistic protection to their occupants, such as Bearcats or armored personnel carriers.
* Projectile launch platforms, such as 40mm projectile launchers, "bean bag" or specialty impact munition ("SIM") weapons, and "riot guns" used to disperse chemical agents
* Long-Range Acoustic Device (LRAD)

2. Purchase records, invoices, procurement documents and other documents sufficient to show any and all disbursement of public funds for the acquisition by your agency since July 1, 2018 of explosives and pyrotechnics, such as "flash bang" grenades and explosive breaching tools, and chemical weapons such as "teargas" and "pepper balls".

3. Records of deployment by your agency since January 1, 2020 of projectile launch platforms, such as 40mm projectile launchers, "bean bag" or specialty impact munition ("SIM") weapons, and "riot guns" used to disperse chemical agents; explosives and pyrotechnics, such as "flashbang" grenades and explosive breaching tools; and chemical weapons such as "teargas" and "pepper balls".

The Police department is compiling and reviewing the records and anticipates having the records ready (if there are responsive records), or an update of the progress of compiling and reviewing the records, if it will take longer by 11/1/21.

Additionally, your request may include documents that are exempt from disclosure pursuant to the exemptions enumerated in California Government Code, including but not limited to Sections 6254(a), 6254(k), and 6255. To the extent your request includes documents that are exempt from disclosure, it is denied. After examining the documents we will notify you in writing whether we have withheld any documents due to applicable exemptions and will enumerate those exemptions.

Finally, Section 2.50.110 of the RMC permits the City to charge a fee of ten cents per page for any copies made.
