Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

FOIA logs for years 2016, 2017, 2018 and 2019.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Breen,

In a prior VFOIA request made to the Department of Procurement Services, you stated that you were not a resident of the Commonwealth of Virginia, but believed you were afforded access to Virginia public records as a representative of your blog, which you considered a magazine. Based upon its review of the blog, available at https://rth-media.blogspot.com/, the Department of Procurement Services has concluded your blog does not qualify under Va. Code Sec. 2.2-3704(A) as a magazine with circulation in the Commonwealth of Virginia. As a result, the Virginia Freedom of Information Act does not afford your blog access to the public records of the City of Richmond.
