To Whom It May Concern:
Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
FOIA logs for years 2015, 2016, 2017, 2018 and 2019. Your office may refer to the logs as "FOIA Request Reports" or another name. Reports for years 2013 and 2014 have previously been provided through the Muckrock service.
Please see the attached screenshots taken from the 2014 FOIA log provided by this office found here:

The screenshots show that this office has and can respond to out-of-state non-resident requesters who are also not representatives of a media organization. Two examples are provided though you can likely find more in the document.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Based upon its review of your blog, available at https://rth-media.blogspot.com/, the Office of the Mayor following consultation with the Office of the City Attorney, has concluded your blog does not qualify under Va. Code Sec. 2.2-3704(A) as a magazine with circulation in the Commonwealth of Virginia. As a result, the Virginia Freedom of Information Act does not afford your blog access to the public records of the City of Richmond.
