Pursuant to the Rhode Island Access to Public Records Act ("APRA"), I hereby request the following records:

• Any and all policies, procedures, directives, or associated materials regarding the transportation and extradition of prisoners under the jurisdiction of this agency. If such materials exist for both the transportation of prisoners within this agency's jurisdiction and transportation of prisoners to locations outside of this agency's jurisdiction and these materials differ, provision of all would be greatly appreciated.

• Any and all contracts—as well as all associated amendments, exhibits, memorandums, directives, or other such additional materials—intergovernmental services agreements, and any other agreements regarding the transportation (of any type and length) of prisoners in the custody of this agency.

• For any transportation provided by a company, agency, or other entity that is not this agency, please provide all invoices for services, as well as any and all agreements (including supplemental elements) under which such services were provided

Further clarification can be provided upon request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am writing in response to your Access to Public Records Act request received via email on July 6, 2016. In your request you seek various records pertaining to the transportation of inmates.

Due to the magnitude of this request and the number of requests currently pending, the Department of Corrections will require additional time to respond to your request. Therefore, pursuant to Rhode Island's Access to Public Records Act, §38-2-3(e), I am requesting 20 additional business days to answer your inquiry. Please be advised pursuant to the Access to Public Records Act, § 38-2-4, the Department may charge 15 cents per page for documents that require copying and a retrieval fee of $15.00 an hour, after the first hour, spent retrieving the documents. At this time, I do not know if any of these expenses will apply. If so, I will notify you and provide a breakdown of the costs.

Dear Ms. Lipton,

I am writing in response to your Access to Public Records Act request received via email on July 6, 2016 in which you seek various records pertaining to the transportation of inmates. Ms. Lamkins emailed you on July 18, 2016 informing you that the RIDOC required more time to respond to your request. Since then I have gathered and redacted the RIDOC’s policy on transporting inmates and invoices for transportation costs. There are 59 pages of documents.

As Ms. Lamkins informed you in her July 18, 2016 email, the Department charges 15 cents per page for documents that require copying and a retrieval fee of $15.00 an hour, after the first hour, spent retrieving the documents. Therefore, the total for your request is $8.85 (59 pages x $0.15/page).

Please have a certified check or money order made out to the Rhode Island Department of Corrections in the amount of $8.85. The check will need to be mailed to my attention at the address listed below. Once my office receives the check, I will have the documents mailed to you. Pursuant to RIGL § 38-2-7(b), I will consider the 30 day timeframe tolled until receipt of the funds.
