Please accept this request for public records, pursuant to M.G.L. c. 66, §10, and c. 4, §7, cl. 26. I request the Department produce information relating to internal affairs complaints against Quincy Police Department officers between January 1, 2010 ― April 30, 2020 including but not limited to the following:

1. Police Officer's Name;
2. Rank;
3. Badge Number;
4. Date of IAD complaint;
5. IAD Complaint # (sometimes referred to as the Complaint Control Form #);
6. IAD Case # (this is the number assigned to the IAD investigation file);
7. Nature of Charges against the Officer;
8. Results of the IAD investigation; and
9. IAD Complaint Disposition Date.

I understand this information is stored digitally therefore I request the records be provided digitally (preferably Excel/CSV) within the statutory time period of ten days.

This acknowledges receipt of the attached Public Records request dated May 4, 2020 and received May 5, 2020. Contrary to your understanding, the Quincy Police Department does not digitally store the information requested. Although the information sought is a matter of Public Record, fulfilling your request will be a time and labor intensive endeavor. Individual file folders from January 1, 2010-April 30, 2020 will need to be reviewed with requested information then extracted. If you would like to proceed with your request as submitted, please let me know so that I may provide a good faith estimate of fees to be charged for production. Otherwise, I offer my assistance in modifying the scope of your request as doing so may enable the Department to produce the records sought in a more efficient and affordable manner.

Upon further review, the Department has determined that responsive records to your request do not exist. In order to provide the information sought in your request, the Department would be required to conduct research and create a new record. I wish to appeal this fee estimate because:

(1) it is not a reasonable fee,
(2) the search time quoted is inflated and
(3) a records custodian is required to maintain records in an orderly manner and a requestor cannot be charged for the need to organize records in order for the record keeper to comply with the request.

Additionally, I ask the records custodian to waive the estimated fee because the disclosure would benefit the public interest.

The Quincy Police Department Records Custodian has not complied with the records request. Further the custodian has not offered any estimated date of compliance.

Please find the attached responsive records pertaining to your Public Records request originally dated April 30, 2020. Please be advised that most of the records of the records sought are not stored digitally. Retrieving information for 2010-2017 required an archived records search by the IT Department and given the current interest in records of this nature, we have been inundated with similar requests.
