To Whom It May Concern:
Pursuant to the Kentucky Open Records Act, I hereby request the following records:
Under the provisions of the Kentucky Open Records Act, KRS 61.870 to 61.884, I am requesting access to and copies of any and all documents, contracts, correspondence, meeting minutes, or other materials regarding the ownership, sale, and any other relevant transactions or agreements pertaining to the John Sherman Cooper Building, formerly known as the Carnegie Building, located at 107 N. Main Street, Somerset, KY 42501 (Deed Book 287, Deed Page 059).
This request includes, but is not limited to, the following:
1. Documents establishing the legal ownership of the building.
2. Any contracts or agreements concerning the sale or transfer of ownership of the building.
3. Any documents related to the financing, renovation, or maintenance of the building.
4. Minutes or notes from any meetings where the building was discussed.
5. If there are any fees for searching, reviewing, or copying the records, please inform me before processing if the amount exceeds $50.
If you deny any part of this request, please cite the specific exemption under the Kentucky Open Records Act that justifies the refusal to release the information and notify me of appeal procedures available under the law.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
Nathan Isaac

The cost of this Open Records request may exceed $50.00. Copies had to be made and staff time to look up the information. The file will need to be mailed. The library no way to make a CD. Too large file to e-mail.
Please respond ASAP....
Thanks

Ms. Keeney,
Thanks for getting back to us! Can you estimate the cost of the open records request for staff time, copy cost, etc.? Also, since the Pulaski County Public Library is a public governmental agency, I'm assuming that many of these documents are maintained electronically since they by law have to be made available to the public and are filed yearly with the county. Also, we live here in Pulaski County, so we can pick the documents up. Also, in the cost estimate, please add in the shipping cost. As another option, are the documents together in one place so that they could be inspected by person? That would save the time of copying all of the documents. We could inspect the documents in person and make any copies that were pertinent to our request. Thanks Charlotte!
All the best,
Nathan

Good Afternoon,
We do not have these records stored electronically. The minutes to board meetings are kept at the library for public inspection. The cost for copies is $10.00 and the cost of staff time is 40.00. Total $50.00. Made payable to the Pulaski Co. Public Library.
If you would like, the copies of documents can be picked up at the library in the administrative offices from 9a.m. to 4p.m tomorrow through Thursday.
Thanks
Charlotte Keeney
