Pursuant to the Rhode Island Access to Public Records Act, I hereby request the following records:

On October 6th, there was a public "Resist Marxism" event at the State Capitol attended by members of "Patriot Prayer" including Joey Gibson and Tusitala "Tiny" Toese.

- Specifically I am requesting, for the last four months any and all communications between Providence Police and members of Patriot Prayer.
- Any and all emails, documents, text messages, memos or other forms of communication between Providence Police and Patriot Prayer discussing security of the event.
- Any and all emails, documents, text messages, memos or other forms of communication between Providence Police and Patriot Prayer discussing potential police escorts.
- Any and all emails, documents, text messages, memos or other forms of communication of Providence Police about "situational awareness" of Patriot Prayer.
- Specifically I am requesting, for the last four months any and all communications between Providence Police and Joey Gibson and "Tiny" Toese.

Please be aware that this request is being made by a member of the media for the purposes of journalism.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Kindly note that documents have been withheld, pursuant to the Access to Public Records Act, R.I. Gen. Laws § 38-2-2(4)(D), to prevent the disclosure of information which (a) could reasonably be expected to interfere with investigations of criminal activity or with enforcement proceedings, (c) could reasonably be expected to constitute an unwarranted invasion of personal privacy, (d) could reasonably be expected to disclose the identity of a confidential source, including a state, local, or foreign agency or authority, or any private institution which furnished information on a confidential basis, or the information furnished by a confidential source, (e) would disclose techniques and procedures for law enforcement investigations or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions or (f) could reasonably be expected to endanger the life or physical safety of any individual.

Of the documents withheld, no portion contains reasonably segregable information that is releasable.  R.I. Gen. Laws § 38-2-3(b).

In accordance with R.I. Gen. Laws § 38-2-8, you may wish to appeal this decision to the Chief Administrative Officer. In this instance, Steven M. Paré, Commissioner of Public Safety, fulfills that role. You may also wish to file a complaint with the Department of the Attorney General or the Rhode Island Superior Court.
