Here is a brief explanation of the events that took place to aid in recovering responsive documents to this request:

"A rally by right wing group Patriot Prayer in Portland, Oregon culminated in a police charge on counterprotesters on Saturday, as a demonstration once again brought disorder and violence to the city’s downtown area.

Two hours into the rally, police moved towards leftwing counterprotesters with batons drawn, and used dozens of “flash bang” stun grenades and rounds containing pepper spray.

Portland police sent hundreds of officers in riot gear to the rally, and for most of the day they kept Patriot Prayer, led by Republican US Senate candidate Joey Gibson, and an affiliated group, Proud Boys, separated from their opposition. Regarding your questions for evaluating my fee waiver request:
1. MuckRock intends to use the information gathered from this request to write articles evaluating Portland police's surveillance and relationship with white supremacist groups, and their tactics for containing and monitoring protestors activities (if there is any newsworthy information therein)
2. This information will benefit the wider public by allowing them to see whether or not preferential treatment is shown to "patriot"/white supremacist groups like the ones attending the Aug. 4th rally over counter-protest groups. In addition, any information that makes the activities of law enforcement more transparent is inherently in the public interest.
3. If there is information worth disseminating (we can't know until we see the documents), MuckRock will disseminate it through our website and our social media platforms, which are consumed by thousands of readers

Let me know if you need any more information, but I believe the fee waiver is justified considering my position as a member of the media requesting in the public interest.

Thus, PPB will not release the requested record until the District Attorney indicates such release is appropriate.
