Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

-A copy of the policy for reimbursement related to compensated absences that are recorded as liabilities in finances
-A record of the total amount of compensated absences that are recorded as liabilities for FY2011, FY2012 and FY2013

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

This email is in response to your public records requested dated October 3, 2013:

1. A copy of the policy for reimbursement related to compensated absences that are recorded as liabilities in finances. The policy/policies relating to paying for the compensated absences are defined in each individual collective bargaining agreement and the Town of Plymouth Classification and Compensation Plan and Personnel Bylaw. These can be viewed under the Town of Plymouth website: Town Departments> Human Resources Department> Collective Bargaining Agreements

2. A record of the total amount of compensated absences that are recorded as liabilities for FY2011, FY2012 and FY2013. As far as the calculated liability by fiscal year that can be found on the various audit reports on the town's website under: Town Departments > Finance Dept > Town Audits > By Fiscal Year. When you open the PDF document of the Town's basic financial statements for that particular year the "Compensated Absences" liability can be found in the statements. For example; for FY12 it is on page 13 Statement of Net Assets under liabilities for Short term and Long term. Sometimes the Statement of Net Assets used to be called a Balance Sheet in the older reports. FY13 is not yet finalized so that number is not available.
