Pursuant to the California Public Records Act, I hereby request the following records:
Metadata for all email communications sent or received, including being CCed or BCCed, by Steve Carmona between 1/1/23 and 11/6/23 and containing one of the following keywords: "SoundThinking", "Sound Thinking", "Shot Spotter" and/or "ShotSpotter." Please include any variations that are not case sensitive.
The specific metadata data points I'm interested in are: to address(es), from address, cc address(es), bcc address(es), sent date/time, received date/time, subject line, and names of all attachments. This request does not seek the contents of the emails themselves, and only the specified email metadata. Please do not include duplicate emails. Please provide me with the records in an Excel format.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Dear Muckrock News:
The City Clerk's Office is in receipt of your Public Records Request dated November 30, 2023, wherein you requested metadata for all email communications sent or received, including CCd or BCCd by Steve Carmona between Jan. 1-Nov. 6, 2023 and containing the following keywords: "SoundThinking", "Sound Thinking," "Shotspotter" and/or "Shot Spotter". Pursuant to Government Code Section 6253, the City Clerk's Office is requesting a fourteen (14) day extension to fulfill the remaining portion of your records request for the following reason(s):
1. The need to search for, collect, and appropriately examine a voluminous amount of separate and distinct records that are demanded in a single request; and
2. The need for consultation, which shall be conducted with all practicable speed, with another agency having substantial interest in the determination of the request or among two or more components of the agency having substantial subject matter interest therein.
You will hear from the City Clerk's Office on or before December 24, 2023.

The City has received your public records request dated December 10, 2023, requesting the following records:
"Request for metadata for all email communications sent or received, including CCd or BCCd by Steve Carmona between Jan. 1-Nov. 6, 2023 containing the keywords: Shotspotter, SoundThinking, etc."
This email constitutes the City's formal response to your request. The City takes this opportunity to inform you that it objects to your request on the basis that it is both unreasonable and unduly burdensome. Moreover, this request would require IT consultants and City staff to create a record that did not exist at the time of the request. A local agency has no duty to create a record that does not exist at the time of the request. Gov. Code, § 7920.530, subd. (a); Haynie v. Superior Court (2001) 26 Cal.4th 1061, 1075; City of San Jose v. Superior Court, supra, 2 Cal.5th at pp. 616-627, 629; Sander v. Superior Court (2018) 26 Cal.App.5th 651.
