Pursuant to the Pennsylvania Right to Know Act, I hereby request the following records:

In April of 2023, three unfounded calls reporting an active shooter on the University of Pittsburgh’s Oakland campus prompted a massive police response. News reports say University and city police responded to the campus at about 11:15 p.m on April 10th after police received three calls stating a shooter was in the Hillman Library on Forbes Avenue. In one call, the sound of gunshots was heard in the background, Pitt Police Chief Jim Loftus told reporters.

I am looking for the audio of these calls as well as any after action reports, incident reports, investigative reports, call detail logs and body camera footage of officers responding to this incident.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for your request below. The University of Pittsburgh – of the Commonwealth System of Higher Education (“Pitt”) respectfully declines to provide the information requested below as no applicable federal or state open records law requires Pitt to provide you with the information requested.
The Freedom of Information Act (5 U.S.C. §552) is a federal law which provides for the release of documents maintained by federal agencies. It does not apply to state-related universities. Similarly, the Pennsylvania Right-to-Know Law (65 P.S. §67.101, et seq.) specifically exempts state-related universities such as Pitt from the definition of Commonwealth agencies. Therefore, Pitt is not subject to the same open records requirements of other public institutions.
