Pursuant to the Texas Public Information Act, I hereby request the following records:

Public reports state that this police department has partnered with Ring, Amazon’s home security company. (https://blog.ring.com/2019/08/28/working-together-for-safer-neighborhoods-introducing-the-neighbors-active-law-enforcement-map/) These partnerships involve an exchange: Law enforcement gets access to Ring’s “Law Enforcement Neighborhoods Portal.” The Law Enforcement Neighborhood Portal is a way that police can request Ring camera footage from people that use Neighbors, Ring has a "neighborhood watch" app.

Therefore, I hereby request the following records:

1) All instructional materials, presentations and presentation materials (including recorded video and audio, PowerPoint files, prepared remarks, and slides formats), and other guidance on the use of Ring devices and/or the Neighbors app. This includes A) any notes taken during meetings that discussed the use of Ring devices and/or the Neighbors app, B) any explanations (whether internally or externally generated) of how Ring devices and/or the Neighbors app work, and C) any other document that has been used to help explain the use of Ring devices and/or the Neighbors app to any party, including internal documentation, public relations materials, and executive summaries.

2) A copy of any privacy impact assessments, use policies, standard operating procedures, data retention policies, legal opinions, warranties, non-disclosure agreements, contracts, liability waivers, insurance agreements, Requests for Proposals, Responses to Requests for Proposal, Memorandums of Understanding, Letters of Interest, usage policies, or informal agreements between the police department and Ring.

3) A copy of any funding opportunity announcements, grant applications and grantor status/progress reports, reports to legislative bodies, annual reports that mention Ring or the Neighbors app, as well as audit records, including but not limited to security audits of the software, misuse reports, and reports to oversight bodies.

4) Any digital communications including but not limited to emails and text messages) as well as documents, (including but not limited to PDF, word processing, excel, and slide documents) that mention Ring or the Neighbors app.

5) Any digital communications (including but not limited to emails and text messages) with Ring representatives.

Please try to include any other miscellaneous documents that facilitate this police department's relationship with Ring that don't neatly fall neatly into the above categories.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for Motherboard, VICE’s science and technology website (www.motherboard.vice.com).

I am seeking clarification regarding your request. The responsive documentation contains information considered excepted from public disclosure: (I have included the exception codes and sections for your reference):

* Law enforcement officer's private cell phone numbers - Texas Government Code Section 552.117.

* Undercover officers identities - TGC Sec. 552.117, .115.

* Law enforcement officers' families identities - TGC Sec. 552.117.

* Ring transaction identification numbers - "Trade Secret" from the Restatement of Torts, section 757 (1939).571 (Note: all six prongs are met in this case).

* A private company employee's identification number - (personal identification information which belongs to that company and is not considered public) under TGC Sec. 552.101.

* Driver's license numbers - TGC Sec. 552.130 & 552.101 in conjunction with common law privacy.

* The identity of a suspect who has not been arrested - TGC Sec. 552.108.

* IP addresses and passwords - Section 552.139: Confidentiality of government information related to security or infrastructure issues for computers - 552.139, 552.021, and subsection (2) with Sec. 2059.055 - any other assessment of the extent to which data processing operations, a computer, a computer program, network, system, a system interface or software of a governmental body or pf a contractor of a governmental body is vulnerable to unauthorized access or harm, including the assessment of the extent to which the governmental body's or contractor's electronically stored information containing sensitive or critical information is vulnerable to altercation, damage, erasure or inappropriate use.

* Interview recordings, investigator's narratives and information other than basic, public information relating to an offense report which is currently active and has not resulted in prosecution, conviction or deferred adjudication - TGC Sec. 552.108.

We are seeking to redact this information from public disclosure. You may waive this information. If you choose not to waive these redactions, I am required to submit the information to the Texas Office of the Attorney General for a ruling.

Please see the attached submission letter addressed to the Texas Office of the Attorney General in response to your open records request, assigned OR19-1079.
The Parker County Sheriff's Office has completed an estimated cost for the production of the requested records.
The charges are in accordance with the Texas Government Code and Texas Public Information Act, as follows:

* $15.00 per hour to search, locate, copy, redact the responsive documentation (four hours) = $60.00

* 20-percent overhead = $12.00

* $0.10 per page (73 pages) = $7.30

* TOTAL = $79.30

USPS mailing charges are additional.
We do not accept debit or credit card payments. Please make your check or money order payable to the Parker County Sheriff's Office, referencing OR19-1079, and mark your envelope to my attention, then mail it to the Parker County Sheriff's Office 129 Hogle Street Weatherford, Texas 76086.
Once your payment has been received, I will begin redacting the responsive documents, and will forward them to you along with a receipt.
Once the Texas Office of the Attorney General makes a ruling, you will be notified, and a copy of the ruling letter will be released to you at no additional charge.

The Texas Office of the Attorney General has made a ruling regarding your request. A copy of the ruling letter is attached for your reference. Redactions remain the same in accordance with the TxOAG ruling.
The new fees to produce the requested documents are listed below. Please note, the documentation you seek in your revision and clarification specifically ask for "A copy of the memorandum of understanding between Ring and the Essex Police Department." Please note this is the Parker County Sheriff's Office. We do not obtain or maintain records or documentation for outside law enforcement agencies.
Our agency does not obtain texts, word processing, excel or slides responsive to your request. The only responsive documentation is hard copies.
