Pursuant to the Florida Sunshine Law, I hereby request the following records:
Any and all documentation of trainings regarding safe handling of fentanyl and other narcotics used to educate or train would-be officers or current, active-duty officers. My request covers any written, visual, or digital materials used for this instruction and all internal messaging regarding updates to those materials, from January 1, 2016, until the time of this filing.
This request includes, but is not limited to, the training records specified on p.4 of the document 1143.1_Safe_Handling_and_Field_Testing_of_Unknown_Narcotics, which was part of OPD's response to an earlier FOIA request by Tim Cushing filed on 1/26/2022:
- "Training Instruction and Attendance Form"
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for contacting the City of Orlando. We have received your request, however, we receive hundreds of requests each week. Due to impending weather conditions caused by Tropical Storm Nicole, the City of Orlando’s non-essential offices and services, including City Hall, will be closed Thursday, November 10, 2022. The Records Department will respond to your request as soon as conditions allow. We will process your request in the order it was received. Once we begin to process your request we will notify you if the request will take more than 30 minutes.
Pursuant to City Policy, if producing the requested records will require more than 30 minutes of total staff time, we will provide an estimate of the labor costs to retrieve the records before we begin the work. City policy also requires that we collect a deposit before work begins on records requests when an estimate is $100 or more.
Please note that no fees are due now and we will notify you if we estimate it will require more than 30 minutes to retrieve the documents you requested.

We have determined that producing the records you requested will require more than 30 minutes of total staff time. Pursuant to City policy, a labor fee is imposed for such requests.
Your estimate is:
2 hours of OPD Training Staff Time at $30.13 per hour for an estimated cost of $60.26.
Please respond to this message if you agree to pay the costs involved to proceed with this request and generate an invoice. If we do not hear from you within two days, we will consider this request closed.
If the actual cost is more than the estimated amount, you will be required to pay the difference. If providing responsive records requires less than the estimated cost, we will refund any difference. If your estimate is less than $100, we will begin production of your request upon receipt of your agreement to pay the costs involved. If the estimated cost above is $100 or more, City policy requires that we collect the estimated costs before work begins on producing the requested records.

Participants: OPD leadership, including but not limited to Chief Smith, Dept. Chief Young, Dept. Chief Ochuizzo, Dept. Chief Quinn-Henry, Dept. Chief Jimenez, and Chief of Staff Arnott; also, any individuals contracted by OPD to conduct relevant trainings.
