Pursuant to the Oregon Public Records Law, I hereby request the following documents:
1) Copies of all Oregon energy incentives program tax credit transfer applications submitted to the Department of Energy since Jan. 1, 2012. A blank example of this form can be found at: https://www.oregon.gov/energy/BUSINESS/Incentives/docs/EIP%20Transfer%20Form.pdf
Under Item 3 of the Tax Recipient Statement section of the form it explicitly states that "this tax credit application is a public record."
I also ask that all fees be waived for this request as I am a journalist employed by the Lowell Sun and I intend to use the requested records to publish articles in the public interest and not for any commercial purposes.

Thank you for your request. We need a little more information to make sure we understand what you are looking for. You requested Oregon energy incentives program tax credit transfer applications since Jan. 1, 2012, but then provided a form for only one of our energy incentives programs. We have a residential program (the Residential Energy Tax Credit) and a business program (the Energy Incentive Program). In 2012, the EIP program was just starting, and the old business tax credit program for energy projects (the Business Energy Tax Credit) was winding down. If you only want the EIP program tax credit transfer applications, we estimate it will take 2 hours to collect the files, remove and scan the transfer applications, and redact any information that we are required to redact (most likely just social security numbers). The fee would be 1.5 hours of clerical staff time (@ $25/hr) and .5 hours of professional staff time (@ $45/hr) for a total of $60. If you want information from the other two programs, please let me know so this estimate can be revised.
If you would like to proceed with your request and/or formally request a fee waiver, then I suggest you fill out our form so that we may work out details of fulfilling your request.
