Pursuant to the Oregon Public Records Law, I hereby request the following documents:

All contracts (and their amendments) and memorandums of understanding entered into by the Oregon Department of Corrections for all services, equipment, and activities regarding new prison construction (http://www.oregon.gov/doc/ADMIN/pages/new_prison_construction.aspx).

Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments

This request is being made as part of an ongoing journalistic investigation. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Mr. Young is out of town for a week, he will be contacting you as soon as he returns. In November Mr. Young worked diligently to research and to provide the proper documentation for your request. To my knowledge Mr. Young never received a response from your organization after providing a letter of acknowledgement and a fee estimate.
