Pursuant to the Oklahoma Open Records Act, I hereby request the following records:

A series of voter registration website outages have made national news in recent weeks:

Therefore, I request the following information:

- Contracts, plans, RFPs, and underlying information about the design of online voter registration systems
- Presentations and emails regarding these systems
- Any disaster recovery / backup plans / failsafes for voter registration databases and registration websites or emails/plans/RFPs/presentations regarding this
- Disaster Recovery and Business Continuity contracts, plans, RFPs, presentations for voter registration websites and databases
- Any cybersecurity audits/penetration test reports / RFPs and contracts regarding online voter registration systems

Please search from Jan 1, 2018 until the day this request is processed.

These documents will be used for reporting on Motherboard, VICE Media's science and tech website (www.motherboard.vice.com)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is to acknowledge your email, dated October 15, 2020, in which you make an Open Records Act request, regarding the following:

* Contracts, plans, RFPS, and underlying information about the design of online voter registration systems,
* Presentations and emails regarding these systems,
* Any disaster recovery/backup plans/fail-safes for voter registration databases and registration websites or emails/plans/RFPS/presentations regarding this,
* Disaster Recovery and Business Continuity contracts, plans, RFPs, presentations for voter registration websites and databases, and
* Any cyber security audits/penetration test reports/RFPSs and contracts regarding online voter registration systems from January 1, 2018 to the present.
Oklahoma's Open Records Act, 51 O.S., §§ 24A.1 - 24A.31, requires an agency to provide "prompt, reasonable access" to records while employing reasonable procedures to protect the integrity and organization of the records and to prevent excessive disruption of the agency's essential functions. 51 O.S., § 24A.5(6).
Our review process entails initial intake, records search, legal review, and redaction of confidential information that may be captured by the search. Further, there are many exemptions and exceptions under Oklahoma's Open Records Act, which provide for confidentiality of specific information covered under 51 O.S. § 24A.1 et seq. If your search implicates any of these exemptions or exceptions, it may take additional time to assemble, review, and fulfill your request.
Currently, the Oklahoma State Election Board is working on a number of open records requests. We will respond to your request as quickly as possible and will notify you once our search and review is complete. Stat. tit. 51, § 24A.28(A)(11), as they pertain to information technology of the State Election Board or county election boards, and disclosure of such information and/or records would reasonably be expected to be useful to persons with intent to interfere with the conduct of an election, voter registration, or other election processes.
