Pursuant to the Ohio Open Records Law, I hereby request the following records:

I am requesting an electronic data set (CSV preferred) of all Ohio Medicaid healthcare providers in an attempt to increase public awareness and improved healthcare transparency.

Please include data dictionaries, Medicaid ID, NPI number, state license number, all relevant contact information, provider type , practice location and static web link for refreshing this data set if it currently exists.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning, Kamran - The Ohio Department of Medicaid (ODM) is in receipt of your February 8, 2024 request for various data regarding all Medicaid providers. ODM has no record of your December 15, 2023 or July 23, 2021 requests. Unfortunately, we cannot process your request because it is a request for information rather than a specific record that can be reasonably identified by ODM. A public office need not produce public records when the underlying request is ambiguous or overly broad or when the public office cannot reasonably identify what public records are being requested. R.C. 149.43(B)(2). A request for unrecorded or not-currently-recorded information made to a public office, rather than a request for a specific, existing document, device, or item containing such information, is not a request for a "record" under the Public Records Act. R.C. 149.011(G); State ex rel. White v. Goldsberry, 85 Ohio St.3d 153, 154, 1999-Ohio-447, 707 N.E.2d 496 (finding that a public office has "no duty under R.C. 149.43 to create new records by searching for and compiling information from existing records"). ODM does not maintain a report that includes the specific information you are seeking. ODM does not have a pre-existing query within our system to generate the information requested in a readily available form. ODM does not have a duty to reprogram our system to create new records to include this information. Moreover, your request seeks Medicaid provider numbers, which is information that may be considered proprietary and trade secret information of Medicaid providers under R.C. 1333.61, and thus, is exempt from disclosure under R.C. 149.43(A)(1)(v).
