Pursuant to the Ohio Open Records Law, I hereby request the following records:

I am requesting copies of public records regarding the public funding of commercial drivers' license training programs from 01/01/2018 to 12/31/2022. These programs are designed to prepare students to meet the qualifications to become a qualified entry-level commercial truck driver. Funds for these programs were made available through the Workforce Innovation and Opportunity Act.

Specifically, I request information regarding the following:
- Budget documents for the full date range noted above, including planning documents, proposals, and research reports
- Spending reports
- Communications, including internal emails, press releases, and meeting notes and transcripts, that include the phrase "commercial drivers' license"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am acknowledging receipt of your public record request to the Ohio Department of Transportation. I have a couple of follow-up questions to your request.

Is your request limited to CDL training utilizing Workforce Innovation and Opportunity Act funding for the specified time period, or does it encompass all funding?

Also, your request for all emails in the third bullet is overbroad. Can you narrow this portion of the request by identifying the specific employee mailboxes to search for emails?

Rachel,

I had ODOT Division Finance review and determine any funding received from the Workforce Innovation and Opportunity Act.

Based on Division of Finance Records, ODOT did not receive any funds from the Workforce Innovation and Opportunity Act from 2018 – 2022.

This program was part of the U.S. Department of Labor’s funding structure. Ohio Department Job and Family Services has this program listed on their website. They might be the only state agency to use the funds in Ohio. (WIOA Workforce Innovation and Opportunity Act | Job and Family Services (ohio.gov)).

The CDL training programs that ODOT administered were funded by other sources.

Let me know if addition information is needed.
