Pursuant to the Ohio Open Records Law, I hereby request the following records:

a document containing the email addresses of undergraduate and graduate students from Fall 2017.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Good afternoon, Mr. Freund --

Our office is in receipt of your request of October 1, 2018, for "a document containing the email addresses of undergraduate and graduate students from Fall 2017."
The University regards any student directory information as valuable for competitive reasons. We have not publicly released permanent contact lists containing student information. We no longer publish a paper directory, nor does our online directory permit batch downloads. Our student contact lists serve a valuable business need for us, in publicizing university ceremonies and activities. We will continue to control our mailing list containing student contact information in a manner that preserves its value.
Because of the value attached to our contact list as a non-public list and of the efforts we undertake to protect it, we appropriately regard it as a trade secret. For this reason, it is exempt from disclosure under the Ohio Public Records Act. (See O.R.C. §149.43(A)(1)(v) see also O.R.C. §1333.61 et seq., and see for example, State ex rel. Besser v. Ohio State Univ., 87 Ohio St. 3d 535, 721 N.E.2d 1044, (2000).)
