Under the Ohio Open Records Law, §149.43 et seq., I am requesting an opportunity to inspect or obtain copies of the following public records:

— Investigative reports pertaining to offenders remaining in the custody of the Ohio Department of Rehabilitation and Corrections (ODRC) past their designated release date or conclusion of sentence for years 2015-2020
— Population reports which include the total number of offenders who were held in the custody of the ODRC past their designated release date or conclusion of sentence for years 2015-2020
— Written and electronic communication between institutional administration and ODRC central office or the Adult Parole Authority pertaining to offenders remaining in the custody of the ODRC past their designated release date or conclusion of sentence for years 2015-2020
— Inmate grievances in which the offender's complaint relates to being held in the custody of the ODRC past their designated release date or conclusion of sentence for years 2015-2020

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I understand that the documents I am requesting contain sensitive, personal information, and I expect that you will redact names and other identifying facts.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. However, we respectfully request a waiver of these fees as we are affiliated with an educational or noncommercial scientific institution, and this request is made for a scholarly or scientific purpose and not for a commercial use.
