To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act., we hereby request the following records:

On Tuesday January 23, 2024 during the Village of Niles board meeting, the agenda included an ordinance under new business (item 12a)[1] that in the words of a public commenter is meant to "run migrants out of town".

The public commenter references the discriminatory nature of this policy by referencing a quote by police chief Luis Tigera[2]. After his comment, the Village of Niles Board President George Alpogianis responded:

“Thank you. I know I don't respond to things, but I will respond to this. When we start taking care of our veterans first and getting them out of their tents. All the homeless veterans that we have damn right we'll help anybody. We've got to help our own people first … our veterans. Thank you. “[3]

The board went on to approve this ordinance with no discussion or further comment.[4]

To that effect we are seeking emails from village of Niles email addresses between November 1, 2023 and the date this request is processed (inclusive of those dates) that include any of the following keywords in the subject line and/or body:

– "migrant"
– "asylum"
– "immigrant"
– "refugee"
– "unscheduled bus stop"

Please include any email attachments.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, we would be grateful if you would inform us of the total charges in advance of fulfilling my request. We would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. We look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Niles Coalition

[2]Journal & Topics - Niles Public Safety Committee Recommends Migrant Bus Ordinance
"At Monday’s meeting, Police Chief Luis Tigera said the ordinance is not aimed at tour groups, sports teams, or others chartering a bus, which may be from outside of Cook County or the state who make an unscheduled stop, diverted from another destination to stay in Niles. He said if an officer stopping a bus saw evidence of that, they would not enforce the ordinance. "
