Pursuant to the New York Freedom of Information Law, I hereby request the following records:
• Any Memorandum of Understanding (or similar document) governing the policies of either the Internal Affairs Bureau of the NYPD or the Commission to Combat Police Corruption in their cooperating with federal law enforcement on corruption.
• Any record mentioning, describing, or providing advice on the general topic of event deconfliction viz. Commission to Combat Police Corruption and/or the Internal Affairs Bureau of the NYPD (e.g., responsive to a keyword search for the terms "deconflict" or "deconfliction").
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I appeal, on grounds that the agency has not provided sufficient evidence that any search was performed, much less a diligent search that complies with the terms of the Freedom of Information Law.
My prayer for relief is that the request be remanded and a diligent search performed. Should the agency not find records of responsive documents, it should nevertheless be able to assert which records it has searched.
