Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

A copy of the New York City Police Department’s missing persons file for an individual named Samuel Arthur Todd (DOB: June 12, 1959). Todd was reported missing on January 1, 1984 in Chinatown, Manhattan. The case has been previously reported by the news media:

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
