From: Chris Gelardi

Hello,

I am appealing the denial of my FOIL request FOIL-2022-056-08920. The FOIL request is for "all written and video training materials used in the NYPD training courses titled 'NEIGHBORHOOD SAFETY TEAM TRAINING, 7-DAY COURSE' and 'DASHBOARD CAMERA FOR NEIGHBORHOOD SAFETY TEAMS.'" The NYPD denied the request "on the basis of Public Officers Law Section 87(2)(e)(iv) as such information, if disclosed, would reveal non-routine techniques and procedures."

The NYPD has established a precedent of releasing guides and training materials via FOIL. See the following links:

My request indisputably falls into the same parameters as the requests that yielded the above-linked documents. As such, please reverse the NYPD's determination for my request and release the requested documents to me as soon as possible.

Thank you for your time.

Sincerely,
Chris Gelardi
