To Whom It May Concern:

Pursuant to the New York Freedom of Information Law, I hereby request the following records:

All records concerning the investigation of Frederick J. Patrick, former Deputy Commissioner of the Department of Corrections and Deputy Commissioner of the New York City Police Department, as well as the New York City Correction Foundation, Inc.

To assist in the location of records: this investigation in 2003, resulted in the uncovering of "a scheme to defraud the New York City Correction Foundation, Inc." that included Patrick taking calls of inmates at Rikers Island "of a personal nature."

These records should be released in the public interest recognized under FOIL, as this case gained public notoriety as a brazen abuse of multiple positions of public trust. Further, Patrick is known to be deceased in 2019 (please see attached PDF), and privacy interests preventing release are now greatly diminished.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

T. McElwee
