Pursuant to the New York Freedom of Information Law, I hereby request the following records:
I am writing to request access to specific records related to Tracey Collins, Senior Youth Development Director for the New York City Department of Education, who has served as an elementary school principal. I am also requesting any communications related to Eric Adams, the current Mayor of New York City. I am requesting the following records under the Freedom of Information Law (FOIL):
All records related to Tracey Collins, including but not limited to:
Employment history with the New York City Department of Education
Performance evaluations
Salary information
Disciplinary actions
Any other personnel records maintained by the New York City Department of Education
Any and all communications related to Eric Adams, including but not limited to:
Emails
Text messages
Memos
Letters
Reports
Any other written or electronic communication
As a member of the public, I have a right to access these records to gain a better understanding of the professional conduct and performance of Ms. Collins and any communications related to the Mayor of New York City.
Please be advised that any attempt to withhold, redact, or destroy information related to this request will result in legal action and complaint. The failure to comply with FOIL is a serious matter and can result in both criminal and civil penalties. Therefore, I strongly urge you to comply with this request in a timely and complete manner.
Last, I would like to bring to your attention the case law supporting my request:
New York Times Co. v. U.S. Dep't of Justice, 756 F.3d 100, 117 (2d Cir. 2014) (holding that "the public has a vital interest in information regarding the operations of its government" and that the FOIA "embodies the basic principle that an informed citizenry is essential to democracy").
Matter of John P. v. Whalen, 54 N.Y.2d 89, 96 (1981) (stating that "FOIL expresses this State's strong commitment to open government and public accountability and imposes a broad duty on government to make its records available to the public").

I am writing to provide clarification for my FOIL request, specifically pertaining to portions five through six of my request. In order to be more specific in my request, I am seeking the following record types related to personnel records:
Performance evaluations
Disciplinary records
Training records
Attendance records
Any correspondence regarding promotions, demotions, or transfers
Regarding the email request, I understand the need for clarification on the different types of email recipients. Please find the definitions for each type below:
Sent mail: Emails sent by the subject employee.
CC (Carbon Copy): Emails where the subject employee is included as a secondary recipient, typically for their information or awareness.
BCC (Blind Carbon Copy): Emails where the subject employee is included as a hidden recipient, usually to maintain their privacy or confidentiality.
Metadata: The data providing information about the emails in question, such as sender, recipient(s), date and time, subject line, and email size.
Please ensure that your search for responsive records includes the above-mentioned email types and associated metadata.
As established in the case law Matter of Data Tree, LLC v. Romaine, 9 NY3d 454 (2007), the courts have determined that email metadata, as a component of electronic records, is subject to disclosure under the Freedom of Information Law.
