From: Kiera Murray

To Whom It May Concern:

Pursuant to the New York Freedom of Information Law, I hereby request the following records:

A copy of any employee handbooks, workplace policy manuals, onboarding guides, and other documents and policy books provided to new employees as part of a “new hire” program that are maintained by this agency. If orientation materials are provided digitally to new employees, please provide digital copies of these materials.

You may limit this request to materials that are currently provided to new employees.

If there are ways to modify or change the scope of my request to reduce the burden on agency resources, please let me know. If over the past six months you’ve responded to another requester with information that likely covers substantially similar material and re-releasing that same material instead of a new search reduces the burden on agency resources, please let me know and I’m happy to consider accepting that instead of requiring a new search.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest. The requested documents will be made available to the general public free of charge and the request is made in the process of public policy research news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Kiera Murray

Dear Ms. Murray,

I write in response to your Freedom Of Information Law (FOIL) request below, emailed August 25, 2021, seeking:

A copy of any employee handbooks, workplace policy manuals, onboarding guides, and other documents and policy books provided to new employees as part of a “new hire” program that are maintained by this agency … limit[ed] … to materials that are currently provided to new employees.

(and also in response to your September 1, 2021 follow up email below).

Before a determination can be rendered, further review is necessary to assess the potential applicability of exemptions set forth in FOIL, and whether the records can be located. Please be advised that this office receives numerous requests per month, which causes delays in our ability to respond to each request. Therefore, we estimate that we will be able to respond to your request within 90 days of this letter.

Thank you for your request, and please feel free to email with any questions or concerns.

Sincerely,

Avraham Schmeidler | FOIL Assistant
